Kyiv StratCom Forum 2025

On April 24–25, the Museum hosted the international forum “Kyiv StratCom Forum 2025: Information Resilience of Ukraine in the Context of Global Changes”.

This annual event was organized by the Center for Strategic Communication and Information Security in partnership with the Ministry of Culture and Strategic Communications of Ukraine, with support from international partners.

Over two days, participants discussed successful cases and challenges in communications, exchanging experiences with Western partners. Several workshops were held for representatives of local communities. Overall, the forum focused on strategic communication as a key component of national security and a tool for strengthening the internal resilience of Ukrainians.

One of the discussion panels was dedicated to historical memory, specifically the manipulation of World War II history and the cult of victory in russian propaganda.

Speakers included Mykyta Poturaiev, Chairman of the Verkhovna Rada Committee on Humanitarian and Information Policy and member of the Ukrainian delegation to the Parliamentary Assembly of the Council of Europe; historian and professor at the Ukrainian Catholic University Yaroslav Hrytsak; and human rights defender and Head of the Centre for Civil Liberties Oleksandra Matviichuk.

It was symbolic that this discussion took place at the War Museum – Ukraine’s leading institution in the study and promotion of military history.

Panelists emphasized that russia exploits historical distortions and manipulative practices to influence domestic and global audiences. Of particular concern is that the russian narrative has been shaped and implemented over decades, building on Soviet foundations, while Ukraine’s historical narrative has emerged only recently and is still undergoing transformation. Today, the fight for historical truth must reach a qualitatively new level to prevent russia from erasing the role of Ukrainians in the victory over Nazism.
